Residential Development - Affordable Housing

About Greenfield:  The Town Council has partnered with DHIC, Inc., a regional non-profit provider, owner, and operator of affordable housing to create permanently affordable rental housing in the Ephesus Fordham District by providing approximately 9 acres of Town land. Greenfield will include two phases- Greenfield Place and Greenfield Commons. Scroll down to view approved permits and plans for each phase.

  • Greenfield Place (Phase 1) Includes 80 units of rental housing targeted to families earning up to 60 percent of Area Median Income. Status: Under Construction - completion anticipated by December 31, 2017.

Phase 2 - Greenfield Commons (Project 17-026): Form District Permit Modification Approved October 6, 2017

Development Information: Application from Natalie Britt, of DHIC, Inc.,proposes to develop Phase 2 including 69 affordable senior apartments on an approximately 3.7 acre site adjacent to the Chapel Hill Memorial Cemetery. DHIC, Inc. has received tax credit financing from the NCFHA as of August 15, 2016

Phase 1 - Greenfield Place (Project 16-015): Form District Permit Approved June 13, 2016

Greenfield web Development Information: Application from Natalie Britt, of DHIC, Inc. proposes to develop Phase 1 including 80 affordable family apartments on an approximately 5.5 acre site adjacent to the Chapel Hill Memorial Cemetery. This project includes mitigation for stormwater and will construct a sidewalk and improve the streetscape along Legion Road.This project has obtained tax credit financing. Phase 1 - Greenfield Place was approved on 6/13/16.

Major Subdivision (Project 16-031): The Town has filed a Concept Plan application and Major Subdivision application to create two separate parcels for DHIC, Inc., as required by the North Carolina Housing Finance Agency (NCHFA) as a condition of obtaining tax credit financing. The Town Council Approved the Major Subdivision on 4/18/16. A Final Plat for Major Subdivision, the final action necessary to split the parcels was approved on 8/11/16 and recorded at the Orange County Register of Deeds on 8/15/16.

*This Concept Plan does not meet the threshold for Town Council Review. The Concept Plan and subsequent Major Subdivision application proposes the separation of an single existing parcel into two parcels for DHIC, Inc. and will not authorize development of the site. The development of the site and construction of the apartments would be permitted and authorized through the Form District Permit and Certificate of Appropriateness. 

**The decision, or final action, deadline is 75 business days after the acceptance of a complete application or 15 business days after the Community Design Commission approves a Certificate of Appropriateness, whichever is later. The applicant may grant the Town additional time to extend the final action deadline.
