Chapel Hill 2020

Adopted in 2012, Chapel Hill 2020 is the town's overarching vision for the future of Chapel Hill. The plan is a reflection of the values, aspirations, and ideas of the Chapel Hill community.

Small Area Plans

A small area plan is a detailed, long-range land-use plan that is focused on a particular area. Small area plans guide future land-use expectations and decisions for the Town government, as well as developers and property owners.   

Small area plans work in conjunction with the Chapel Hill 2020 Comprehensive Plan and Design Guidelines and may vary in terms of their transportation, housing, and economic development goals. Plans are developed with community input and may be amended over time.

Transportation Planning

The Transportation Planning Division oversees transportation studies, plans, and projects in Chapel Hill. Their planning work prepares Chapel Hill's transportation network for a smarter, more sustainable future.

Building and Fire Codes


Land Use Management Ordinance (LUMO)

The Land Use Management Ordinance is a land development code which sets the rules for things like buildings, uses, streets, lighting, parking lots and other elements of the built environment. The LUMO was adopted in 2003 and was updated in 2015-2016.


Special Protection Areas and Districts

Special Protection Areas are designed to protect either natural resources or the existing built environment. Development within a Special Protection Area is subject to special regulations in addition to those associated with the zoning district for your property.
