Update December 8, 2016 The Town of Chapel Hill has approved a minor modification to the Form District Permit to include revisions the lighting plan, modifications to the south elevation, and revisions to the phasing plan.
Update October 28, 2016 The Town of Chapel Hill has approved a minor modification to the Form District Permit to include a phasing plan, revised pavement markings, modifications to the internal bicycle storage room, modifications to the streetscape plan (including the type and locations of bicycle racks), and a revision to the previously approved gas meter location.

On September 2, 2014, the Town received a Form District Permit (FDP) application and a Certificate of Appropriateness (COA) application from Scott Murray Land Planning, Inc. to develop a 6-story mixed-use building with street-level retail and apartments. Parking is provided in a parking deck on the interior of the building. The site is an existing parking lot and the location of the former Village Plaza Theaters.

Minor Modification to Approved Form District Permit - December 8, 2016
The Town has received an application for a Temporary Zoning Compliance Permit to (1) demolish the building at 99 South Elliott Road (formerly known as the "Red, Hot, and Blue" restaurant) and (2) construct a temporary surface parking lot to provide for parking while the Village Plaza Apartments parking deck is being constructed. A new project page will be available on the Town's website once the Town receives application materials for construction of a new building to replace the temporary parking lot. Although this Temporary Zoning Compliance Permit application will be considered separately from the Village Plaza Apartments application materials, a site plan reflecting the proposed change is reflected in the approved Village Plaza Apartments Form District Permit application above.
*The Town Council will review the first few Form District Permit Applications that the Town receives. The Town Council will not make a decision regarding this application, authority to approve the application has been delegated to the Town Manager and Community Design Commission in the Ephesus/Fordham Form District Code, which was adopted by the Town Council on May 12, 2014.
**The decision, or final action, deadline is 45 calendar days after the acceptance of a complete application or 15 calendar days after the Community Design Commission approves a Certificate of Appropriateness, whichever is later. The applicant may grant the Town additional time to extend the final action deadline.
