In response to the Town Council’s interest in assisting residents facing displacement from naturally occurring affordable housing (NOAH), in April 2019 the Town launched a Housing Displacement Assistance Program (HDAP). 

The Town is partnering with Community Empowerment Fund to implement the HDAP, responding to an immediate community need while continuing to work towards a long-term Housing Preservation Strategy.

Eligibility Requirements

  • Low-income households experiencing displacement* due to the closure of a Naturally Occurring Affordable Housing (NOAH) property**
  • Seek housing in the Town of Chapel Hill
  • Need assistance with security deposits and utility connection fees
  • Provide the required documentation when they apply for assistance 

What assistance is provided through the program?

The Town’s HDAP has two components, which are available to Chapel Hill residents facing displacement from Naturally Occurring Affordable Housing:

  • Security Deposit and Utility Connection Fee Assistance:
  • One-time financial assistance with up-front costs of securing new rental housing in Chapel Hill based on bedroom size of new housing:
    • Two-bedroom home or less maximum: $1,480
    • Three-bedroom home maximum: $1,860
    • Four or more bedrooms home maximum: $2,050
  • To be eligible for the financial assistance, households must be low-income (earning less than 80% of the Area Median Income) Chapel Hill residents and new housing must be located within Chapel Hill Town limits. Eligible rental and utility connection fees include:
    • Security deposits for the lease agreement
    • Electric, gas, or water service connection fees
    • Application and other applicable fees


  • Housing Locator Services:
    • One-on-one assistance with finding housing through our partner organization, Community Empowerment Fund.

What documentation is required to receive assistance?

Required Documentation

Households that seek assistance are required to provide the following information in order to receive assistance:

  • A signed copy of the Town’s Income Verification Form and associated documents to verify eligibility
  • Official documentation showing the amount of the security deposit and/or utility connection fees for which the household seeks assistance

How do I apply for assistance?
