The Town of Chapel Hill is requesting written qualifications from engineering firms (Consultant) interested in providing consulting services for compliance assistance with the pollution prevention, inspection, stormwater sampling, and training for the Town’s industrial operations.
The successful Consultant will demonstrate proficiency in and experience with stormwater management; the National Pollutant Discharge Elimination System (NDPES) Stormwater Phase II Rule for Municipal Separate Storm Sewer Systems (MS4) regulations; and General Permit No. NCG080000, which permits the discharge of stormwater associated with Vehicle Maintenance Areas under NPDES.

Written requests for clarifications to this RFQ will be accepted until 5:00 PM on March 13, 2020. If necessary, the Town will issue a written addendum to clarify any issues raised. An Addendum will be published on the Town’s website by March 18, 2020. Any oral explanations or instructions given by Town staff will not be binding on the Town.
All submittals must be received by Zakia Alam, Purchasing and Contracts Manager, Town of Chapel Hill, 405 Martin Luther King Jr. Blvd, Chapel Hill, NC 27514 by 3:00 PM on March 27, 2020. Three copies of the submittal, complete with all supporting information, must be submitted in a sealed envelope, clearly marked with the RFQ title, ‘ENGINEERING SERVICES FOR NPDES INDUSTRIAL COMPLIANCE ASSISTANCE,’ bid number (A/E 20-004), and due date. Proposals received after the date and time specified in this RFQ are considered late and shall not be considered, under any circumstances, for any award resulting from this RFQ.
