Update 3/17/20: Addendum 2 is attached below. In response to COVID-19, it extends the deadline for receiving statements of qualifications to 2 PM, April 3, 2020, and changes the submittal method to electronic submittal.

The Town of Chapel Hill is requesting written qualifications from engineering firms (Consultant) interested in providing consulting services for compliance assistance with the pollution prevention and good housekeeping best management practices (BMPs) for municipal MS4 operations.
The successful Consultant will demonstrate proficiency in and experience with stormwater management and the National Pollutant Discharge Elimination System (NPDES) Stormwater Phase II Rule for Municipal Separate Storm Sewer Systems (MS4) regulations.

Written requests for clarifications to this RFQ will be accepted until 5:00 PM on March 12, 2020. If necessary, the Town will issue a written addendum to clarify any issues raised. An Addendum will be published on the Town’s website by March 17, 2020. Any oral explanations or instructions given by Town staff will not be binding on the Town.
All submittals must be received by Zakia Alam, Purchasing and Contracts Manager, Town of Chapel Hill, 405 Martin Luther King Jr. Blvd., Chapel Hill, NC 27514 by 3:00 PM on March 24, 2020. Three copies of the submittal, complete with all supporting information, must be submitted in a sealed envelope, clearly marked with the RFQ title, ‘ENGINEERING SERVICES FOR NPDES MS4COMPLIANCE ASSISTANCE,’ bid number (A/E 20-003), and due date. Proposals received after the date and time specified in this RFQ are considered late and shall not be considered, under any circumstances, for any award resulting from this RFQ.
