Mayor Foy to visit Guro District, Seoul

Chapel Hill Mayor Kevin C. Foy will be traveling to Seoul, South Korea in February for an e-government conference and to visit the Town’s newly declared friendship municipality, Guro District.


Mayor Foy was invited to participate in the forum by Dae Woong Yang, Mayor of Guro District. Mayor Yang and other officials and dignitaries from Guro District visited Chapel Hill in October. Their visit was capped with the signing of a Friendship Declaration and formal luncheon on October 10, 2006.


The timing of the invitation couldn’t have been better. The Town Council has made e-government advances a priority for the town. At its recent retreat, the Council spent time discussing the ways that increased technical capabilities can lead to improved services, responsiveness, and efficiency.


The conference will address the ways that technology can accomplish these goals. One highlight will be a mayors’ round table, where mayors discuss their current and future technology capabilities. This will allow Mayor Foy to find out what is working in other municipalities, not just in the United States, but around the world.


“I am excited about learning how others are looking at the use of technology in municipal government,” Foy said. “I am hopeful that I can bring back strategies that we can look at as a Council to improve the way we do business.”


Mayor Foy will be in Seoul for five full days, arriving late on Sunday, Feb. 4 and leaving Saturday, Feb. 10. During his visit, he plans on seeing much of Seoul, the world’s seventh-largest city (10.3 million) and second-largest metropolitan area (nearly 23 million). The city is divided into 25 districts (gu in Korean). Guro-gu has a population of over 400,000.


In addition to the e-forum and site visits, Mayor Foy has several meetings scheduled with Guro District officials, including Mayor Yang.


“I am looking forward to seeing our new friends, Mayor Yang, Vice-Mayor Kim, and others,” Foy said. “The combination of learning more about e-government and learning more about the Guro District should really make this trip worthwhile.”
