The Chapel Hill Town Council will meet at 7 p.m. Wednesday, Nov. 13, at Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd., to consider an agenda that includes the following highlights. The full agenda and video access will be available at https://bit.ly/2rmlOx3

Public attendance is welcome. Parking is available at Town Hall lots and the lot at Stephens Street and Martin Luther King Jr. Boulevard. Additional parking is available in several public lots on Rosemary Street (parkonthehill.com). Town Hall is served by NS and T routes of Chapel Hill Transit (chtransit.org).

 

Parking Regulations in the Burch Kove Neighborhood

Council will receive information about potential new parking regulations to address on-street parking conflicts with larger vehicles traversing the neighborhood located near Homestead and Seawell School roads. Town staff will outline possible solutions including restrictions to neighborhood parking only and creation of additional parking areas and spaces.

 

Public Forum: Needs Assessment of Community Development Block Grant Program
Council will receive public comment on the Town’s Housing and Community needs for use of 2020-2021 CDBG funds and the 2020-2025 Consolidated Plan Goals and Priorities. The U.S. Department of Housing and Urban Development (HUD) created CDBG for the purposes of providing decent affordable housing, creating suitable living environments, and expanding economic opportunity.


Language Access Plan

Council will consider possible approval of the Language Access Plan in support of goals to create a Vibrant and Inclusive Community. The plan outlines benefits to provide Limited English Proficient (LEP) residents with meaningful access to Town information and services in their preferred language. Chapel Hill residents identified language access as a key issue for the Town to focus on, as outlined in the Building Integrated Communities Action Plan. www.townofchapelhill.org/bic


Application for Conditional Zoning Atlas Amendment at 1751 Dobbins Drive
Council will consider a zoning atlas amendment for conditional zoning related to a proposal for construction of a two-story, 5,747 SF office building with 21 parking spaces.

 

Wegmans Street Improvements

Council will consider a modification to a special use permit for a proposed a realignment of the US 15-501 Service Road across the adjacent State Employees Credit Union property, creating a full-access connection from the Wegmans development at 1810 Fordham Blvd. to US 15-501. The former Service Road location would be repurposed as a multi-use path.

 

Concept Plan: West Rosemary Street Hotel, 108-114 W. Rosemary St.  

Council will consider a concept plan to demolish two existing structures and construct a 95,000 SF hotel. No Council decision is made on concept plans, however an applicant may receive Council feedback on an initial sketch.

 

Concept Plan Review: Evolve, 1701 Martin Luther King Jr. Blvd.

Council will receive a concept plan for an existing development with an approved special use permit. No Council decision is made on concept plans, however an applicant may receive Council feedback on an initial sketch.
