Chapel Hill/Orange County Visitors Bureau Strategic Marketing Plan

The Council will receive a presentation from the Chapel Hill/Orange County Visitors Bureau.


Orange Water and Sewer Authority (OWASA) Agua Vista Web Portal

The Council will receive a presentation from OWASA on the impact of the Agua Vista Web Portal in our community.  The Agua Vista Web Portal is based on the near-real time hourly water use information. This $5.3 million investment in our infrastructure will provide operational savings into the future, savings that will ultimately pay for the cost of the upgrade. In the six months since its rollout, more than 6,500 accounts have registered for Agua Vista.


Amend Code of Ordinances to Prohibit Right Turns on a Red Signal at Several Intersections

The Council will consider prohibiting right turn on red signals effective Oct. 31 at the following intersections:

  • From Caswell Road (both approaches) to Estes Drive
  • Franklin Street and Eastgate Shopping Center Entrance
  • Franklin Street and Hillsborough Street
  • Franklin Street and Henderson Street
  • Raleigh Street and Cameron Avenue/Country Club Road
  • South Road and Country Club Road
  • From South Road (westbound approach only) to Columbia Street
  • Columbia Street and Rosemary Street
  • Columbia Street and Franklin Street
  • Columbia Street and Cameron Avenue
  • Rosemary Street and Hillsborough Street
  • Rosemary Street and Henderson Street
  • Rosemary Street and Church Street
  • Manning Drive and Ridge Road
  • Manning Drive and Paul Hardin Drive
  • Raleigh Road (NC 54) and Hamilton Road


Charting Our Future Update

The Council will consider an update from the Charting Our Future effort, a project to rewrite the Town’s Land Use Management Ordinance (LUMO).  The Town Council requested that the ordinance rewrite process begin with an effort to refine the Future Land Use Map (FLUM), to affirm what is not expected to change and to provide an opportunity to have conversations about future planning that would inform the LUMO Rewrite process. On June 26, 2019, the Town Council authorized staff to engage with the community on the draft Future Land Use Map. More at


Affordable Housing Annual Report

The Council will receive a presentation on the Town of Chapel Hill’s progress for affordable housing preservation and development.  The report is a tool to monitor and share the Town's progress with meeting these targets.  View this and all reports in detail at


Concept Plan Reviews

The Council will offer feedback on a concept plan for University Place for a redevelopment of a portion of the mall including a pedestrian gathering area and a parking deck.

The Council will also offer feedback on a development concept at 136 E. Rosemary St./137 E. Rosemary St., from Grubb Properties that proposes exterior renovations to the property, specifically a new curtainwall glass and panel system mainly encompassing the 136 E. Rosemary building as well as a new glass and panel cladding on the 137 E. Franklin Street building (facing 136 E. Rosemary Street).

Concept plans are preliminary proposals from developers for Council feedback only. Staff does not conduct a formal review of the concept, and Council makes no decision.
