The 104-acre Greene Tract is part of the Historic Rogers Road Neighborhood and is jointly owned by the towns of Carrboro and Chapel Hill and Orange County. A second 60-acre parcel, Headwaters Preserve, is owned by Orange County. The towns of Chapel Hill and Carrboro have conducted market development potential and zoning constraints to implement a planning program in the overall area. (See additional Historic Rogers Road information at http://bit.ly/2xGDSC1.)

On February 20, 2019, Chapel Hill Town Council passed a resolution approving an exchange of acreage and commencing the recombination process. Council also resolved to explore protecting the areas shown on the conceptual plan as Joint Owned Preserve and Headwaters Preserve, and to solicit input from the public and respective governing boards regarding land use and mixed income housing needs during the planning process.
