PHILLIP FLEISCHMANN

Town Manager Maurice Jones has announced his decision to appoint Phillip Fleischmann as the new director of Chapel Hill Parks & Recreation. He will begin work on June 10.

As the department director, Fleischmann will manage the Park Maintenance, Recreation, and Administrative Services divisions of Parks & Recreation. In this role, he will collaborate with Town staff and community partners to shape a department that is poised to respond to changing trends and preferences in parks and recreation services.

Fleischmann’s appointment comes after conversations with multiple internal and external stakeholders to understand the future needs and opportunities of the department. That process was followed by a nationwide recruitment and assessment of candidates. Throughout this process, he demonstrated a desire and an ability to lead Chapel Hill’s Parks & Recreation department in a manner consistent with our organizational values and the high expectations of the community.

A native of Raleigh, Fleischmann currently serves as the Deputy Director of Greensboro Parks & Recreation where he oversees the department’s operations. Prior to serving in this role, he was Greensboro’s Community Recreation Services Division Manager and served in other programming and management roles within the agency.

Fleischmann began his career in 2004 as an aquatics facility manager with Raleigh Parks, Recreation, & Cultural Resources and also served as Mecklenburg County’s Athletic Services Manager before returning to Greensboro in 2011. For the last seven years, he has served as an adjunct instructor in Community and Therapeutic Recreation at UNC-Greensboro.

Fleischmann has a Master of Science degree in Parks & Recreation Management from UNC-Greensboro and an undergraduate degree from UNC-Chapel Hill. He holds the designation of Certified Park & Recreation Executive (CPRE), the field’s top certification, and has presented at several state and national conferences on a variety of topics. Fleischmann has served on the boards of several community organizations, including Greensboro Beautiful, Inc., Greensboro Farmers Market, Inc., and the YWCA of Greensboro.
