Hillsborough Street Daytime Closures Beginning July 17

A contractor for the Orange Water and Sewer Authority (OWASA) will close Hillsborough Street to through traffic weekdays beginning Monday, July 17, from 7 a.m. to 4 p.m. to replace water pipes under and along Hillsborough Street. The closure will occur from Martin Luther King Jr. Boulevard to North Street. The work is scheduled to be completed this winter, weather permitting.

The southbound lane will normally be open within the project area to maintain access for Chapel Hill Transit buses, service vehicles, emergency vehicles and residents in the vicinity. Through traffic should seek an alternate route.

Other ways in which the work will affect customers
OWASA will need to temporarily interrupt water service when we connect the new pipes to our meters and to existing water lines. We will notify customers one to two days before interrupting service.
If there are unplanned interruptions of utility services, we will work with the utilities involved to restore service as soon as possible. Access to driveways will be temporarily affected when a pipe is installed directly in front of a driveway. We will notify affected residents in advance.
There will be noise and mud, but our contractor will comply with the Town of Chapel Hill's noise ordinance. The contractor's work in the road will normally occur from 7 a.m. to 4 p.m. on weekdays.  The contractor will generally be done with work outside of the roadway by 5:30 p.m.
Drinking water may be discolored or have air bubbles (which make water look milky) during our work. If this happens, please run cold water in a bathtub, etc. for five to 10 minutes. If this does not clear up the water, please call us at 919-968-4421 (24-hour number).

Updates: After work begins, we will send updates and post them on our project webpage at about once a month, but we will e-mail notices about traffic changes, etc. to people in affected areas whenever needed.
