Public Information Meeting: Changes to Blue Hill Form-Based Code

The NC General Assembly enacted legislation in late 2018 which removes the Town’s ability to enforce existing Stormwater Management standards for the Blue Hill District. In response, modifications to the Form-Based Code (LUMO Section 3.11) have been proposed to create a development incentive option for projects providing enhanced stormwater treatment. In addition, a revision to the purpose statement of the Blue Hill District is proposed to include affordable housing.
The May 13 Public Information Meeting will be an opportunity to learn about proposed changes related to stormwater management and affordable housing, and share feedback.
Project Location: The Blue Hill District is located around the intersection of Ephesus Church Rd and Fordham Blvd (15-501) in northeast Chapel Hill.
About Public Information Meetings: These are informal opportunities for community members to learn about a project and share feedback. The review follows a Text Amendment process, which will include additional public meetings held by Advisory Boards and the Town Council.
