Glen Lennox Area Neighborhood Conservation District (CD-8)

Background

On March 22, 2010, the Town Council endorsed the development of a Neighborhood Conservation District (NCD) zoning overlay for the Glen Lennox Area Neighborhood (which includes the single-family portion and the Glen Lennox apartment and commercial property) to achieve the community goals of neighborhood protection and community benefit.

The Council endorsed using a Council-appointed committee structure to organize public input into the NCD zoning overlay development process. To this end, the Glen Lennox Area Neighborhood Conservation District Development Committee was established with the following charge:

"To develop a NCD zoning overlay proposal in accordance with the provisions of the Town's Land Use Management Ordinance and to explore the use of alternative neighborhood preservation tools to achieve the neighborhood's goals."

The Committee was comprised of neighborhood residents, Glen Lennox apartment tenants, representatives from Grubb Properties (the owner of the Glen Lennox apartment and commercial property), a representative from the Church of the Holy Family, a representative from an existing Neighborhood Conservation District, and at-large members.

 

Development of the Regulations

Regulations for the Single-Family Area (CD-8A and CD-8B)
The Committee met bi-monthly from June of 2010 to May of 2011 to develop NCD zoning overlay regulations for the single-family portion of the Glen Lennox Area Neighborhood; these regulations are referred to as CD-8A and CD-8B and were adopted by the Council on October 26, 2011. These regulations can be found below:

Regulations for the Glen Lennox Apartment and Commercial Property (CD-8C)
The Committee continued meeting from September of 2011 to March of 2012 to develop NCD zoning overlay regulations, design guidelines, and Guiding Principles for the Glen Lennox apartment and commercial property which are referred to as CD-8C. These regulations were adopted by the Council on May 30, 2012. These regulations, design guidlines, and Guiding Principles can be found below:

In addition to amending the Zoning Atlas to create an NCD zoning overlay for the Glen Lennox property, the Council also adopted resolutions to include the Guiding Principles and the design guidelines in the current Comprehensive Plan as well as in future comprehensive plans. In addition, the Council adopted a resolution to designate the Glen Lennox property as a "Development Opportunity Area" on the Land Use Plan with a statement noting "Refer to the Glen Lennox Area Neighborhood Conservation District Plan." Both resolutions were supported by the Glen Lennox Area Neighborhood Conservation District Development Committee.
