The Town identified the need for a new Municipal service facility and initiated an effort to identify potential sites that would meet the functional, operational, and location needs for several Town departments including the police, parks and recreation administration, fire department administration, health and wellness clinic, ombuds, and training. The Town also recognized this as an opportunity to facilitate increased collaboration, shared training, operations, and public services for Town operations.
The Town tested the capacity of University-owned site on Estes Drive, recognizing that a coordinated effort could meet long-term interests for both the Town and the University. The site-test shows that there is a significant opportunity to develop a plan for the property that respects the site constraints, the neighboring properties, and complements the planned Carolina North campus. Co-location of certain functions could enhance operations, facilitate shared responses, and encourage joint training and planning for public safety or other uses.
On January 23, 2017, the Town Council authorized the Town Manager to proceed with:
- A discussion with the University about how joint development on this property could happen, including the regulatory process that will be required;
- Explore the site capacity and characteristics in more detail;
- Work with stakeholders, both on-site and neighboring, to develop a plan for the site;
- Determine what other approvals would be required from the Town and the University as well as the State Legislature; and
- Return to the Town Council and the Board of Trustees for lease and funding approvals.
The Town remains committed to engaging the nearby property owners during the process outlined above.
On January 25, 2017, the University Board of Trustees received a similar update from University Staff.
In June, we let you know that the University Board of Trustees would consider a lease on July 26, 2017, that would set the groundwork for the Town and University to move forward with a project. The Board of Trustees approved the lease at their meeting, so it can now come to the Town Council (fall 2017) and proceed through the State review process, for consideration and possible authorization. Property Rezoning & Development Agreement
On September 27th, Town Council authorized staff to proceed with a Development Agreement as the instrument to administer development of the site. A property is proposed to be rezoned from Office/Institutional-2 (OI-2) to University-1 (U-1). The Development Agreement process includes community meetings and public participation, review by the Town's Development Review Advisory Boards, and decision by Town Council.
