Carolina North

The Carolina North Campus has been the focus of a series of planning efforts and community discussions that culminated with the Town and University's June 2009 approval of a development agreement. The development agreement contains guidelines and standards for the development of the first 3 million square feet of a mixed-use research and academic campus on 133 acres. Early development will be near the Martin Luther King Jr. Boulevard and Piney Mountain Road intersection. The agreement also contains guidelines for the rest of the property that will not be developed in the near future.

UNC Chapel Hill - US Army Corps of Engineers Permit

UNC Chapel Hill held a public pre-application information session for the Carolina North US Army Corps of Engineers Individual Permit Application.   You can review the presentation here.

From the UNC Press Release"The University plans to submit a permit application to the agency later this year. The June 21 meeting is a pre-application meeting for the public in which UNC representatives will describe the permit, the approval process and work accomplished thus far. Another public meeting is planned for closer to the time the University submits its application. These pre-application meetings are not part of the Army Corps of Engineer’s permitting requirements but are opportunities for the university to share information with the community and receive feedback from the public. UNC Chapel Hill Carbon Reduction Plan   Posted 9/2009 UNC Submitted their Climate Action Plan to the Town as required in the Development Agreement.  The full report is available on the UNC website. http://www.climate.unc.edu/portfolio/cap2009
Transportation Impact Analysis Update    Completed, December 2009 The TIA update was completed in December, 2009, as required by the Development Agreement.  There were not substantial differences from the earlier TIA. See the TIA Update page for more information. 

The next TIA update will be submitted in December 2015 or when Carolina North reaches 800,000 SF of building floor space.

 

 

Report to Council on public input process Report was made on January 22, 2010 The Council asked their communications subcommittee to review and consider the proposal. The subcommittee has met and is considering recommendations in light of the Town's overall communications strategy. See the Public Participation page for more information and a review of the recommendations.
Short Range Transit Plan         After December 2009 The SRTP shall be prepared by the Town and updated in response to each TIA update, beginning with the December 2009 update The Chapel Hll Transit Department is currently engaged in a Comprehensive Operations Assessment (COA) which is the first step in evaluating the transit system.  Results of this assessment, in early 2011, will inform the first SRTP.  The COA will include public input meetings and web-based public participation.
Campus to Campus Bike Connector    Include report in the first Annual Report The Town and University shall explore a greenway/bike path between Carolina North and the Main Campus See the C2C page for more information.

There have been two public meetings, with a third planned for the fall, 2010, before the recommendation is made.

Materials have been posted to the website, shared through press announcements and e-news communications.
Annual Report 2010  Due 9/2010 The annual report will be submitted to the Manager. The report will be posted to the Carolina North website.

Approved Development Agreement

On June 22, 2009, the Chapel Hill Town Council approved a Development Agreement with the University of North Carolina at Chapel for a satellite campus on the Horace Williams Tract, which is located north of Estes Drive and west of Martin Luther King Jr. Boulevard. Named Carolina North, the satellite campus is proposed to cover approximately 250 acres of the Horace Williams Tract’s 1,000 acres and will be built in phases over the next 50 years.

The development agreement includes specific limitations and detailed conditions of approval that protect the Town’s interests, while also offering certainty to the University regarding what type of development can occur. This website will be updated regularly with information and materials related to the approved agreement and the future planning processes that will support Carolina North and Chapel Hill.
