On-street parking
There are more than 215 on-street metered parking spaces within Chapel Hill. Most spaces are in the central business district and charge 25 cents for 15 minutes with a 2-hour limit. Meters in the Cameron Avenue zone have a 4-hour time limit. Meters are enforced 8 a.m. to 6 p.m. Monday through Saturday.
West Rosemary off-street parking
There are 17 metered spaces available with a 4 hour time limit. The meters accept quarters (.25) for fifteen minutes and dimes (.10) for six minutes. The lot is enforced from 8:00 am to 6:00 pm Monday through Saturday. We reserve the right to utilize this parking lot during special events i.e. football, halloween and other town activities.
Free Parking
After 8 p.m. Saturday and all day Sunday, parking is free at West Franklin Parking Lot (P-3) (415 W. Franklin St.) and Rosemary/Church Street Parking Lot (P-5) at 141 W. Rosemary St.
Also, you are not required to pay for parking meters after 6 p.m. Monday through Saturday and all day Sunday.
Meters are not enforced on the following Town holidays: Martin Luther King Holiday, Good Friday, Memorial Day, Fourth of July, Labor Day, Thanksgiving, Christmas and New Year’s Day. Parking in municipal lots is also free on these holidays.

Leased parking
The Town leases parking spaces for $85/month. Parking lots that contain leased spaces are located at:
- D-W – Rosemary Parking Deck at 150 E. Rosemary St.
- P-7 - West Franklin/Basnight Lot at 113/114 N. Basnight Ln.
- P-6 – 127 West Rosemary Lot at 127 W. Rosemary St.
- M – Selected On-Street Metered spaces on W. Franklin St., Pritchard Ave ., and Rosemary St.
West Franklin and Rosemary/Church Street Parking Lots - “Pay By Space” System
Currently the Town of Chapel Hill has three parking pay stations in operation, 2 located in Rosemary/Church Street Parking Lot and one in West Franklin Parking Lot. The current rates are $.50/half hour with a four hour maximum. Using the "pay by space" system, the customer pays for the desired amount of time at the pay station using a credit/debit card, bills or coins and receives a receipt showing the amount paid and the expiration time. Because it is pay by space, the customer is not required to return to their car to display the receipt. The Parking Enforcement Officer is able to generate a report from the pay station, telling them which spaces are expired or “invalid”.

When using cash to purchase parking, the steps are:
- Press the start button
- Choose the language. Instructions are available in Spanish and French.
- Select the desired length of parking. The fee will be displayed on the screen.
- Insert cash. The amount of time purchased will be displayed on the screen.
- Wait for the kiosk to print your ticket
- Remove your receipt and you’re done.
When using a credit card, the steps are:
- Press the start button
- Choose the language. Instructions are available in Spanish and French.
- Select the desired amount. The fee will be displayed on the screen.
- Insert credit or debit card
- Remove credit card quickly, and the pay station will contact your bank for authorization
- When approved, the kiosk will print your ticket
- If the transaction is not approved, or there are other technical issues, messages will be displayed on the screen
Remove your receipt and you’re done. Enforcement, of West Franklin and Rosemary/Church Street Parking Lots, is between 8:00 am and 8:00pm.
