Chapel Hill Celebrates Arbor Day Nov. 17
The Town of Chapel Hill’s annual Arbor Day celebration will be held at 11:15 a.m. Friday, Nov. 17, at Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd., in the parking lot on the corner of Columbia and Stevens streets.
Suzie Roth’s third grade class from Northside Elementary School will participate and do a presentation of The Giving Tree.

Honoring Our Veterans
Town of Chapel Hill employees who are veterans or have family members in active duty were recognized for their service and sacrifice by the Mayor and Town Council in advance of Veterans Day (Saturday, Nov. 11) on Nov. 1. Town of Chapel Hill Housing Director Faith Thompson accepted the proclamation on behalf of all employees.
Four Condominiums for Affordable Housing
The Council considered accepting four condominium units at Ashley Forest for affordable housing. CASA, as the owner of the properties, offered to transfer the properties to the Town of Chapel Hill, an agency with similar interest in affordable housing that serves families with incomes not to exceed 50 percent of the area median household income by family size. The Council authorized the use of up to $65,000 from the Affordable Housing Fund to pay off the existing mortgage on these properties and for renovation expenses.
Initial Public Forum on Community Development Block Grant Funds
The Council held its first of two public forums on Community Development Block Grant (CDBG) funds. The Town of Chapel Hill receives an annual allocation of CDBG funds from the U.S. Department of Housing and Urban Development (HUD) to address community needs. Eligible activities must serve households earning less than 80 percent of the area median income. HUD requires communities that receive federal CDBG funds to hold two public forums during the development of a plan for use of funds. The second public forum will be held in March 2018.
Funds for Neighborhood Revitalization
The Council received public comments on an amendment to the FY 2015, 2016, and 2017 Community Development Block Grant (CDBG) Program plans. The Council enacted the ordinances to allocate $326,482 to the neighborhood revitalization activity. Staff recommended using funds to acquire a quadraplex on Sykes Street in the Northside neighborhood, in partnership with Self-Help and the Northside Neighborhood Initiative, to provide permanently affordable housing. The amended plans will be submitted to the U.S. Department of Housing and Urban Development (HUD).
Affordable Housing Development Activity Report
The Council received the first quarterly report on affordable housing activities for Fiscal Year 2018. The report helps to monitor and share progress with meeting established affordable housing targets, the status of projects funded with Town resources, and general housing conditions in the County.
Financial Analysis of Craig Gomains Public Housing and Homestead Road
David Paul Rosen and Associates presented an affordable housing analysis of the Craig Gomains public housing neighborhood and 2200 Homestead Road. The Council authorized the Town Manager to pursue redevelopment opportunities of the Craig Gomains public housing neighborhood, which included the feasibility of a HUD Section 18 application; the financial feasibility of a 9 percent tax credit development application; and identifying a development partner.
