Introduction to Development Agreements
A public informational session on the development agreement process will be held from 5:30 to 7 p.m. Monday, Feb. 19 in the Council Chamber of Town Hall, 405 Martin Luther King Jr. Blvd.
A development agreement is a unique development tool for large projects, and two development agreements are currently being pursued in Chapel Hill:
- The future Municipal Services Center project on Estes Drive
- The Amity Station project at Amity Court and West Rosemary Street

Donation of Property
Adjacent to the Tanyard Branch Trail and Greenway Corridor
The Council voted to accept a donation of a .27-acre lot to the Town of Chapel Hill in fee simple. The property is located between Jay Street and Tanyard Branch in the Northside neighborhood. The offered property would expand the Town-owned Tanyard Branch Greenway corridor and allow additional environmental protection to the buffer and stream.

Carolina at Chapel Hill Semi-Annual Main Campus Development Report
The Council received a presentation from the UNC-Chapel Hill staff. This is the second of two semi-annual reports for 2017 reviewing the status of development under construction and previewing planned campus projects on the main campus.
2200 Homestead Road
for Affordable Housing
The Council adopted a resolution to designate 2200 Homestead Road as an affordable housing site and authorize the Town Manager to continue to pursue development of a mixed-income affordable housing development on that site.
for Development Agreements
The Council discussed approaches entering into a Development Agreement process. The Council will consider the needs of each project in planning the Development Agreement process and will strive to encourage more public involvement.
Development Agreement Process
The Council authorized the Town Manager and Town Attorney to frame a process for a Development Agreement for Amity Station, to propose a list of topics for negotiation and to establish the Development Agreement fee. The proposed development is at 318-326 West Rosemary Street. The Council has reviewed three Concept Plans for the property. The latest was reviewed on May 15, 2017.
