The Chapel Hill Town Council will meet at 7 p.m. Monday, March 20, at Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd., to consider an agenda that includes the following highlights. Public attendance is welcome. Parking is available at Town Hall lots and the lot at Stephens Street and Martin Luther King Jr. Boulevard. On-Street Parking Limit
The Council will consider extending the maximum-allowed time for on-street parking from two hours to three hours. Feedback from visitors and central business district merchants was gathered by Town staff, developing this recommendation to extend the time.

No Right-On-Red at Several Intersections
The Council will consider approving an amendment to regulations prohibiting right turns on a red signal at 15 intersections in Town. This amendment is in response to a petition from a Council member in fall 2016. A list of the intersections can be found in this meeting’s agenda at http://bit.ly/CHTCBus032017.

The development proposal below involves two separate steps: a rezoning application and an application for a special use permit. These two hearings will be conducted separately. Members of the public may sign up at the meeting to speak on each item.

Chapel Hill Retirement Residence – 700 N. Estes Dr.
The Council will continue the public hearing from Feb. 13, 2017, for a zoning atlas amendment to rezone a vacant 6.44-acre site at 700 N. Estes Dr. from Residential-1 (R-1) to Residential-5-Conditional (R-5-C). The applicant is proposing construction of a 139,000 sq. ft. independent senior living facility with 152 senior units and 99 motor-vehicle parking spaces. The Council will consider closing the public hearing and approving the zoning atlas amendment.

If the amendment is approved, the Council will continue the public hearing from Feb. 13, 2017, for a special use permit at 700 N. Estes Dr. The Council will consider closing the public hearing and approving the special use permit.
