The Chapel Hill Fire Department holds a Child Safety Seat Clinic every Wednesday from 3:00pm-6:00pm at Fire Station 2, 1003 Hamilton Rd, in the Glen Lennox area. No appointment is necessary and seats are available to purchase if you need one. Special pricing is available for families on government assistance. The Carolina Blue fire truck tradition began in 1996 to commemorate the joint purchase of Engine 32 by the Town of Chapel Hill, UNC and UNC Hospital. Since then there have been several joint purchases of trucks and since the Carolina Blue truck was so well liked it was decided to convert the entire fleet. Tower 71 is the only remaining red fire truck and currently a new one is being ordered. It too will be Carolina blue making the entire Chapel Hill Fire Department fleet Carolina blue.

Yes, schedule permitting the Fire Department can send a fire truck and crew to a neighborhood block party or birthday party. Contact the Administrative Assistant at (919)968-2781 to schedule this public education event. A Battalion Chief will call back to confirm the appointment. (Please remember in order to host a block party a permit must be obtained from the Police Department.)

Our firefighters respond to medical emergencies to assist EMS. Fire personnel typically arrive on scene prior to EMS and can begin emergency medical procedures while awaiting arrival of the ambulance and paramedic.

Our firefighters have many responsibilities throughout the day that could cause them to not be in the station. The crews could be on a fire or medical call, training, at a public education event, or conducting inspections or preplanning a facility.
|

To schedule fire extinguisher training for your business or organization please note that due to demand we only conduct that type of training on the third Thursday of each month. Please contact the Life Safety Division at 919-968-2781 for this request.

A list of the permits obtained through the Fire Department and their applications can be downloaded from the Fire Department website or picked up at Fire Station 1 located at 403 Martin Luther King Jr Blvd. The fee must be paid at Town Hall and the completed application and receipt brought to Life Safety Division in the Administrative Offices at Fire Station 1.

The Life Safety Division attempts to review all construction documents and transfer those to Building Inspections within three to five business days. Please make certain you submit three copies of your documents for review.
|

To schedule inspections, whether for Certificate of Occupancy or other inspection contact the Life Safety Division by calling 919-968-2781. Please note that we schedule inspections in advance so remember to contact us at least two days in advance of the date you need your inspection.
|
|
|
When a contractor contacts us to schedule a building final inspection we expect the occupany to be fully in compliance and ready to be occupied. If your final inspection is not approved, you must scedule another inspection to gain final acceptance. You must first remit the re-inspection fee of $50 to the Finance Department in Chapel Hill Town Hall. Once the fee is paid and proof of payment is delivered to the Life Safety Division, we will re-schedule your inspection.

It shall be unlawful to burn yard waste such as trees, limbs, stumps, construction debris, or to hold campfires for social events, without a permit from the Town Fire Marshal on any property within the Town limits or within the Town's extraterritorial jurisdiction. The burning of trees, limbs, stumps and construction debris shall be prohibited unless it is demonstrated to the Town Manager or his designee that no reasonable alternative means are available for removal of the materials from the subject property. This article shall not be construed to prohibit symbolic fires for which permits are issued by the Fire Marshal, so long as precautions are taken to protect persons from injury and to avoid damage to surrounding property. Such fires may be subject to reasonable regulations as to time, place, and manner.

To request a home or chimney inspection contact the main fire department number 919-968-2781 and state your request with the Administrative Assistant. Your request will be forwarded to the appropriate individual and someone will contact you to confirm your request and schedule a date/time for your inspection.

The fire department provides free smoke detectors for residents who cannot afford to buy them. All you have to do is call 919-968-2781 and state your request. If you have a smoke detector and just need help getting it mounted, please call us and we'll assist with proper placement of your detector.

If you heat with wood, oil, coal, natural gas, propane, kerosene or any other derivative of a fossil fuel you should install a carbon monoxide detector. The fire department cannot recommend which brand to purchase but to make an informed decision before you buy check the Consumer Product Safety Commission website to learn more.

Housing
|
|
Public or assisted housing was created by the Congress of the United States in 1937. Its purpose was to provide decent, safe, sanitary and affordable housing to families unable to pay market rate rents. The assistance was to be temporary in nature and structured to allow residents to move in, move up and move out. Today, there are approximately 1.5 million U.S. households residing in public housing units, managed and maintained by over 3000 local housing authorities and funded on an annual basis by the Congress. The funds are distributed by the Department of Housing and Urban Development who also provides technical assistance and oversees compliance by the authorities of Federal law and regulations.

To apply for public housing you must complete an Application for Admission. You may download the application from our website and bring the completed application to the Department of Housing.

The waiting period is dependent upon how fast vacancies are received. The demand for apartments far exceeds the supply and there are over 200 applicants on the waiting list for public housing assistance.

There is no way to predict how long the wait may be because we are unable to predict what vacancies will become available.

There is not a simple answer to this question because an applicant’s wait will depend upon the preferences they qualify for, in addition to the date of their application. In general, an applicant’s wait for assisted housing may be months to several years.

Unfortunately, we do not have emergency housing or subsidy available. We will refer you to agencies in town that provide emergency shelter and assistance.

Public Housing is when a Housing Authority/Housing Agency owns and manages the property it leases. The Town of Chapel Hill Housing Department owns and manages apartments which it leases to low-income people. Section 8 is owned and managed by private landlords who list their property with a Housing Authority/Housing Agency who, in turn, refer prospective tenants to their property. The Housing Authority/Housing Agency also subsidizes part of the tenant's rent to the landlord. The Orange County Housing and Community Development Agency administers Section 8 Assistance and can be reached at (919)969-6019.

Community Service is volunteer work or duties that are benefit to the public, and that serve to improve the quality of life, enhance resident self-sufficiency, or increase resident self-responsibility in the community. Any resident or household member 18 years old and older are required to complete 8 hours per month of Community Service or participation in an economic self-sufficiency program.

Human Resources

We do not accept resumes in place of an application. In order to be considered for any position open, you must submit a completed Town of Chapel Hill application. You may include a resume if you wish.

Typically, you can expect correspondence between 3 and 6 weeks. Some positions will take longer. If you are selected for an interview, the department for the position you applied will contact you directly.
|
|
|
If you have not been contacted for an interview, and if you are not selected for the position you have applied for, you will receive notification via e-mail or regular mail regarding the status of the position.
|
|
|
If you are interested in a position that is not currently open, you may fill out an on line interest card. When the position opens for recruitment, you will be notified by email. The interest cards remain active for 12 months from the time they are submitted.

Inspections
|
|
In general, a permit is required for all activities that are regulated by the North Carolina Building Code or its referenced codes and these activities cannot begin until the permit is issued, unless the activity is specifically exempted. State code says that no person may proceed with the following without first obtaining a permit:
- Construction, reconstruction, alteration, repair, movement to another site, removal or demolition of any building;
- Installation, extension, or general repair of any plumbing system;
- Installation, extension, alteration, or general repair of any heating or cooling equipment system;
- Installation, extension, alteration or general repair of any electrical wiring, devices, appliances, or equipment.

|
Storage buildings with any dimension greater than 12 feet require a building permit. Storage buildings may be constructed without a masonry or concrete foundation if ALL of the following conditions are met:
- the building does not exceed 400 sq. ft. or one story in height;
- the building is supported on a wood foundation of a minimum 2 x 6 or 3 x 4 mud sill of approved wood;
- the building is anchored to resist overturning and sliding by installing a minimum of one ground anchor at each corner of the building. The total resisting force of all anchors shall be equal to 20 psf times the plan area of the building.
A Zoning Compliance Permit is required to complete the Building Permit application.

Yes, a building permit is required for construction of a new pool. The requirements for a building permit will include a permit application, a plot plan drawn to scale showing placement of the pool and your property setbacks, a copy of an OWASA bill and whatever is required by the Planning Department to obtain a ZCP from them. In addition, your pool will be required to maintain a fence not less than 4 feet in height and of sufficient strength to eliminate unobstructed passage except through the self-closing side hinged gates. Refer to Town of Chapel Hill Code of Ordinances Article III, sections 5-36 thru 5-42 or the N.C. Residential Code Appendix G.

The building permit price is dependent on the cost of construction (verified by plans reviewer) with additional costs to cover insulation, electrical, mechanical, plumbing. There is a set fee for signs ($28 plus $11 for each additional) and mobile homes/trailers ($45 in town limits and $56 out for each unit). The permit fees will also include a $10 homeowners recovery fee for new dwellings.

It takes 3-5 business days for small residential and commercial permits from the Inspections Department. Larger projects may take longer.
|
|
|
Permits will automatically expire six months after the date of issuance if the work authorized by the permit has not commenced. If, after commencement, the work is discontinued and there are no inspections done for a period of as consecutive months, the permit immediately expires. No work authorized by a permit that has expired may be performed until a new permit has been secured.
|
|
|
The Inspections Department requires one set of building plans no larger than 11 x 17” for plan review and file storage. In addition, we require 2 sealed surveys drawn to scale showing any RCD and flood insurance certification. Because Planning Department approval is required for new residential construction in the form of a ZCP, you will also be required by Planning to submit one set of house plans, 2 sets of elevations and 5 site plans for approval in addition to its departmental requirements. A plan review fee will only be assessed for commercial jobs greater than 4,000 square feet. The plan review fees are as follows: 4,000-15,000 sq. ft $150 15,001-40,000 sq. ft $500 40,000 sq. ft. and greater $1,200

When submitting a building permit application for a commercial building, the entire package must be submitted to the Fire Department before it will be reviewed by the Building Inspections Department. Large sets of commercial plans may be submitted to the Inspections Department for preview before the application process is started.
|
|
|
The construction documents must bear the North Carolina seal of a registered design professional. For permitting purposes, the seal is not required when the building, structure, or project is one of the following:
- A family residence, up to eight units attached with grade level exit which is not part of or physically connected with any other buildings or residential units or:
- A building upon any farm for the use of any farmer, unless the building is of such nature and intended for such use as to substantially involve the health or safety of the public or:
- An institutional or commercial building if it does not have a total value exceeding ninety thousand dollars or:
- An institutional or commercial building if the total building area does not exceed 2,500 square feet in gross floor area or:
- Alterations, remodeling, or renovation of an existing building that is exempt under this section, or alteration, remodeling or renovation of an existing building or building site that does not alter or affect the structural system of the building; change the buildings access or exit pattern; or change the live or dead load on the building’s structural system or:
- The preparation and use of details and shop drawings, assembly or erection drawings, or graphic description utilized to detail or illustrate a portion of the work required to construct the project in accordance with the plans and specifications prepared or to be prepared under the requirement or exemptions or:
- Nothing shall prevent any individual from making plans or data for buildings for himself.

The order of inspections is very important. The place at which you start in the ordered list of inspections would depend on the type of work you are doing. Start the inspections at the point that it applies to you. The list is as follows: Footing; Slab; Poured Wall; Projection; Foundation; Waterproofing; Floor system if the crawlspace is close to ground and cannot be reasonably accessed or for soundness of mind; Rough-ins (electrical, plumbing, mechanical); Fireplace; Framing; Insulation; P, M and E Finals; * ; and Building Final * - Refers to commercial requirements of having Health Department (if applicable) and Fire Department approvals first along with all fees being paid before Building Final can be requested.

For residential construction you will need all P, M and E finals approved; all fees paid which would include all rejected inspection fees, $50 per rejection; the school impact fees of $4,407 for detached single family and $1,979 for attached, final as-built survey; an approved final driveway inspection; termite soil treatment guarantee form and all ZCP requirements from the beginning of the permit process must be satisfied at this time.

A permitted construction project is not complete until a Certificate of Occupancy has been issued to the permit holder. It is necessary to obtain all of the required approved inspections and pay all application costs, as well as comply with the Zoning Compliance Permit and Building Permit conditions, prior to requesting your Certificate of Occupancy.
|
|
|
Construction activity which emits noise levels above average is limited to:
- Weekdays from 7 a.m. until 9 p.m.
- Weekends from 8 a.m. until 9 p.m.
|
|
|
Signs are prohibited to be placed in the right-of-way and will be removed by Town staff for disposal. You are permitted to place one sign not exceeding 4 square feet on your property to advertise that it is for sale or rent until the transaction is complete.
|
|
|
The Minimum Housing Code prohibits overgrown and noxious weeds, and accumulated debris on residential property. It is necessary to keep the property free of such items and dispose of them appropriately. Contact the Public Works Department for information regarding yard refuse containers.
|
|
|
A Minimum Housing Inspection will be scheduled at no cost in response to a complaint of a violation that was otherwise not resolved upon notice from the complainant. A petition from a minimum of five citizens will initiate a Complaint File when accepted by the Inspections Department.
