The Mayor and eight Town Council Members make policy decisions in accord with procedures and
responsibilities set out in State law. The Town Manager carries out policies and directives of the

The Mayor is elected for two-year terms and Council Members usually are elected to four-year terms. Terms are
staggered so that four seats are filled by elections every two years. Town elections for Mayor
and Town Council are non-partisan and at large (no wards/districts are designated) and are held in November of
odd-numbered years. Orange County Board of Elections: 245-2350.
The Town Council appoints several boards
and commissions as well as various advisory committees and task forces which are created from time
to time.
Regular Business Meetings
The Mayor and Council have regular business meetings normally at 7 p.m. on the 2nd and 4th Mondays of
most months in the Council Chambers at Town Hall. Holidays and other events may affect the meeting
schedule. Also, the Council normally does not have business meetings after the first week in July until
the second Monday in September.
Citizens who speak at Council meetings are asked to make comments within three minutes as a courtesy to
others. Written information may be presented to provide detailed information. Persons who are organizing
a group presentation and who wish to speak beyond the 3-minute limit are requested tomake prior arrangements
by contacting the Mayor’s Office at 968-2714. If you wish to address the Council at the meeting, please
go to the front right corner of the Council Chamber and sign up with the Town Clerk. Please note the
estimated times allotted for agenda items are only estimates. The Council may also change the order in
which agenda items are presented.
Public Hearings
The Mayor and Council normally hold public hearings on subdivision, zoning, special use and master land
use plan proposals at 7 p.m. on the 3rd Monday of each month. Public hearings normally are not
scheduled in July, August or December. Holidays and other events may affect hearing dates.
Viewing Council Meetings From Outside Town Hall
Residents can watch regular Council meetings from the comfort of their home — or from anywhere in the
world — live by streaming video
on the Town website and also by cablecast on Chapel Hill TV 18
at 7 p.m. on the 2nd, 3rd, and 4th Mondays of most months.
After the meeting, residents may view the online video,
available the next day, or the rebroadcast on Chapel Hill TV 18 or Durham Cable Vision Channel 8. Check the
